Only GSTIN filing lookups (Sandbox) and 2Captcha fallbacks are billed. Notices, turnover and PDF pulls run free through each client's GST login.
Each button hits the matching product backend, so keys are signed with the right product field (GST keys activate Caledger GST, IT keys activate Caledger IT) and each installer is stamped from that site's base zip. Both downloads the GST installer first, then the IT one.

Client rows come from the fleet registry on the GST backend. GST keys/installers reference the stored server
record; IT keys/installers are issued by firm name on the IT backend (it keeps its own signing key with
product:"it").
Register each client's box (VPS or on-prem). The SSH key is stored encrypted at rest and used only to run that box's update command over SSH. Use a non-root deploy user with scoped sudo.
